This article evaluates rural infrastructure facilities in 16 major states of India, and examines their impacts on some income and non-income dimensions of rural development. Despite several public initiatives for infrastructure development in rural India, facilities continue to be poor and progress has been mostly unsatisfactory with differential performance across states. Estimates of regression coefficients of the composite indices and individual indicators of rural infrastructure reveal that improved physical and social infrastructure and livelihood opportunities enhance agricultural productivity and output, improve literacy and life expectancy, and reduce poverty and infant mortality. The results, showing the relative importance of various infrastructures, suggest that the government should prioritise additional investments in electricity, roads, irrigation, housing and telecommunications to enhance overall well-being.

Since New Economic Policy (1971) until New Economic Model (2011), the issue of poverty and development remain as among the top priority of Malaysia government agenda. A lot of programs, policies and agencies involved in this exercise of reducing poverty level in our country while atthe same time strive hard to boost up the country development in ensuring the achievement of Vision 2020. Kedah Regional Development Authority or KEDA is one of the local development authorities involve in this exercise. The objective of this study is to know the contribution of KEDA’sdevelopment approaches and strategies in rural community development in Kedah in term of economic development and social wellbeing. All nine zones under KEDA will be covered in this study, where the respondents consist of 315 households of Desa KEDA and ten senior officers at KEDA Office.Mix methods will be applied for research methods and data will be analysed by using IBM SPSS Statistic software and NVivo software. The outcomes of the study able to give the current finding of the KEDA’s contribution towards rural community development in Kedah since the last studywas done 22 years ago (last study was in 1994).

Statewide growth regulations are often a site for conflict over appropriate land use and the interests it should serve. Perceptions of environmental policies' effects on local economic development provide the foundation for tension between environmental quality and economic growth. Rural perceptions are of particular importance due to the economic hardships that have hit many rural communities. I examine rural leaders' perceptions of growth management policies with respect to achieving economic development. Results suggest that several community leaders view state growth management legislation as negatively affecting the implementation of outside industry or business as well as the sustaining of livestock farms. Interviewed leaders do not perceive the presence of an urban growth boundary to have much of an impact on economic development. Rather, they perceive certain characteristics surrounding the amendment of the urban growth boundary, such as lengthy timeliness and county approval, to have the most impact on rural economic development.

This study demonstrates the application of affinity propagation as a data-driven approach to identifying and mapping typologies of place along the urban-rural continuum. The authors characterize Zip Code Tabulation Areas using demographic, economic, land cover, and accessibility to transportation infrastructure, which results in 22 clusters, 15 of which have a major rural component. The spatial pattern of these clusters varies, reflecting the heterogeneity in U.S. rurality. Rural is not a single concept that can be simply defined by population density. By comparing three economic indicators before and after the global financial crisis of 2007 to 2012, the authors find that the degree of economic recovery is captured by rural typologies. They compare both the methodological results and analysis of socioeconomic resilience to two of the most used threshold-based regional typologies, one developed by the U.S. Department of Agriculture Economic Research Service and one used by the American Communities Project.

This paper examines the demographic characteristics of the current pool of volunteers for rural areas and how volunteering relates to individuals' rural background, sense of connection to the community and future intentions to remain in the community. The paper uses data from the Australian Bureau of Statistics and a survey of rural households in the state of Western Australia. The survey received 10,444 valid responses and this paper used a subset of 6666 responses from the non-retired population. The analysis confirmed a high rate of volunteering in rural communities, and identified this was the case for both males and females across most age groups. The rural background of volunteers, the nature of their employment, family structure and their sense of community was associated with involvement in volunteering. The study revealed that an important volunteer cohort was planning to leave their community within a few years and a major reason for this planned outmigration was the lack of essential services in rural towns. We conclude that if governments wish to maintain or enhance the utilisation of local volunteers for essential and non-essential service delivery in rural areas, attention must be given to better supporting the existing rural volunteer workforce and to addressing the underlying causes of rural outmigration.

This is the second of 3 papers in a special feature on rural development in Spain. It examines the objective of the Strategic Plan for Rural Development for the period 2007-13 in the context of the National Framework for Rural Development. Each EU member state has been required to produce such a framework plan under the new regulations for the EU Structural Funds Programmes 2007-13. Details are given of the structural convergence funding that is available for each province/autonomous region and for the Spanish Network for Rural Development, by objective/initiative. The 4 objectives are: increasing the competitiveness of agriculture and silviculture; improving the environment in general and the rural environment in particular; improving and diversifying the quality of life in rural areas; and using the EU's LEADER methodology/approach to territorial rural development (LEADER is designed to help rural actors consider the long-term potential of their local region in support of rural development, and originally stood for 'Liaison Entre les Actions de Development Rural' ('Links between actions of rural development'); it represents a method of mobilizing and delivering rural development in local communities, rather than a fixed set of measures to be implemented). The actions to be followed under each objective are discussed.

Land consolidation has multi-functionality. Most of the existing researches focus on the supplementary function of cultivated land, but lack of systematic research on its function of promoting the sustainable development and revitalization of rural areas. In the context of the current global rural decline, land consolidation has been endowed with the connotation of promoting rural revitalization and regional sustainable development. This study systematically reviewed the evolution history of land consolidation in China, and then explored the current status, characteristics and potential impact of land consolidation as well as the driving mechanism of land consolidation promoting rural revitalization, and finally explained the feasible way to revitalize countryside by land consolidation in a typical case. Results showed that China's land consolidation has played an irreplaceable role in stabilizing the dynamic balance of arable land and ensuring food security. It has made or is moving towards supporting the development of modern agriculture, poverty alleviation and rural revitalization as well as regional sustainable development. Land consolidation is gradually favored in promoting rural development and revitalization because of its social, economic and ecological benefits, and it can provide a platform and inject new vitality for rural revitalization by solving the difficulties of lack of fund, land, technology, talent and industry. Comprehensive land consolidation helps to promote the overall revitalization of rural industry, ecology, organization, culture and talent. However, it also needs to be alert to the eco-environmental risks and negative effects brought by land consolidation projects. The problem-solving oriented land consolidation is needed in the process of promoting rural revitalization and regional sustainable development. The internal logic of rural decline at different development stages varies across countries, and the strategies to promote rural revitalization through land consolidation also need to be adjusted in time.
